The most important official addresses for Azerbaijani citizens living and studying in Turkey are the Embassy of the Republic of Azerbaijan and its affiliated consular representations. Through this page, we provide the addresses and contact information of the consular representations operating in the cities of Ankara, Istanbul and Kars, as well as basic and simple information about the services they provide. It should be noted that the information on this page has been collected by the Azerbaijani Students and Alumni Association, is based on official sources and is for informational purposes only. Our representatives require documents to be submitted in person. Considering the number of Azerbaijani citizens living in Turkey, we can understand that the embassy bodies are working at a very busy pace. Therefore, sometimes it may be difficult to get there by calling. However, it is especially important to use email when applying to the Ankara Embassy.

Passport Renewal

Students must adhere to the following requirements for passport renewal.
First, you need to make an appointment with the relevant consulate by phone or email. You are required to bring the following documents with you during the appointment.
1. Application form
2. Identity card (original and copy, or high-quality scanned copy)
3. Passport (original and copy)
4. Original certificate of conscription to the conscription point (Initial military registration card, original and copy) or Military ID (original and copy) with a note on the issuance of a military card or the right to deferment for citizens aged 18-30, regarding exemption from military service.
5. Consular registration form
6. Original receipt for payment of the State duty in the amount of 25 USD and a copy of the receipt for payment to the budget of the Ministry of Internal Affairs of the Republic of Azerbaijan.


After submitting the documents, you can pay the passport fee online or through your close relative in the Republic of Azerbaijan.

  • for children under one year old – 15 manat;

  • for children from one to three years old - 25 manats;

  • for children from three to eighteen years old - 35 manats;

  • for citizens who have reached the age of eighteen - 60 manats.

    The arrival of the new passport may take between 30 and 90 days, depending on when the diplomatic cargo arrives in Azerbaijan.

Turksoylu Certificate (only for discounts on hospitals and education)

The Turkish descent certificate received from the consulate can only be used to get a discount in some hospitals. For this, you are required to apply to the consulate with your passport. In addition, a $10 fee must be paid to the consulate for this service. You must then have the request you receive approved at the Ministry of Foreign Affairs Certification Branch located in Balgat.

Apostille (Document Authentication)

Those who forgot to apostille their documents in Azerbaijan can have them authenticated at the consulate. For students, you can authenticate the Birth Certificate , the Parental Permission Application . For this, the original of the certificate and the original of the permission application must be provided. First (at Sancar Translation in Ankara ), the necessary documents are translated, 20 dollars per document must be paid to the embassy and delivered to the consular department along with the receipt. After the documents are authenticated at the consular department, they must be authenticated at the Attestation Department of the Ministry of Foreign Affairs located in Balgat. The ministry charges 895.80.-TL in cash per document. If you make an appointment in advance at the Attestation Department, you will not have to wait in line, but even if you go without an appointment, those who have an appointment will be taken in order after they are finished. Obtaining a Passport for a Newborn Child

The following procedure should be followed to obtain documents for children born in Turkey. It should be noted that the Migration Board gives a period of 6 months for the registration of newborn children. Children over 6 months old are required to have an exit and entry permit. To obtain a passport, a birth certificate, i.e. a FIN number, must first be obtained. The birth certificate must be issued in Azerbaijan. For this, the following procedure must be followed.

1. The Birth Certificate is issued in the hospital. Since hospital seals cannot be apostilled directly, the Certificate must be apostilled after it has been approved by the Provincial Health Directorate.
2. The child must be registered at the district population office where he/she lives in Turkey and a Birth Notification Form must be obtained and apostille must be obtained.

3. If the documents are not sent within 2 months, the institution in Azerbaijan may request a health certificate confirming that the child is alive.

4. A power of attorney must be issued to someone in Azerbaijan at a mobile notary, consulate, or notary in Turkey (if the document is obtained from a notary, it must be apostilled).

5. Once the child's Finnish number has been received, you can request an appointment to apply for a passport.

Obtaining a Certificate of Singleness

It takes a long time to go to the consulate to get a certificate of marriage. The best option is to get it from Azerbaijan with a power of attorney, have it apostilled and brought back. If this is not possible, you need to approach the consulate department and write an application. The consulate department can send a request to the relevant agency and receive a response within 30 days. You must then have the request approved at the Ministry of Foreign Affairs Certification Branch located in Balgat.
